Indonesia TKA Permits and OSS Integration:
What PT PMA Employers Should Know

What Has Indonesia Announced About TKA and OSS Integration?

On 9 September 2026, Indonesia’s Ministry of Investment and Downstream Industry/BKPM announced the signing of two joint ministerial decisions concerning the integration of foreign-worker services. The decisions cover the connection of three government systems and the establishment of a technical integration team.

The announced framework connects:

  • OSS — the single entry point for applications;
  • SIAPkerja — the Ministry of Manpower system for RPTKA assessment and approval;
  • All Indonesia — the immigration application identified in the announcement for VITAS, ITAS and ITAP procedures.

RPTKA is the employer’s foreign-worker utilisation plan. VITAS, ITAS and ITAP concern visas and stay permits. Connecting these processes does not make them a single approval: the announcement assigns manpower and immigration functions to their respective ministries.

For PT PMA employers, the practical significance is closer coordination between company, employment and immigration records. Before submitting an application, employers should check which integrated services are available and confirm the requirements for the relevant worker and role.

This article explains the announced framework and the checks employers should prepare. The announcement alone should not be treated as confirmation that every application can already be completed through the new process.

Does the Five-Day Announcement Cover the Entire Permit Process?

Employers should not interpret the five-day announcement as a guaranteed timeline for completing every employment and immigration requirement.

The BKPM release refers to approximately four days for each service and describes a Service Level Agreement (SLA), together with a positive-silence mechanism for issuing documents when the applicable service deadline is exceeded.

However, the release alone does not establish all the conditions needed to calculate a deadline for a particular application.

Before relying on the announced timeframe, confirm:

  • which service and application category the deadline covers;
  • when the processing period begins;
  • whether the period is measured in working or calendar days;
  • how incomplete documents or requests for clarification affect the calculation;
  • whether the integrated procedure is operational for that application.

Document preparation, corrections and separate approval stages should be considered when planning an employee’s start date.

An elapsed deadline should not be treated by the employer as permission for a foreign national to begin work. Confirm that the required approvals and immigration documents have actually been issued and cover the proposed activity.

What Should PT PMA Employers Check Before Applying?

Before applying, compare the company’s records with the proposed role and the foreign national’s documents. This is a practical preparation checklist, not an official list of application attachments.

Focus on five areas:

  • Company identity — check the registered legal name, address, NIB and current corporate details for inconsistencies.
  • Business activities — confirm that the relevant KBLI activities and licences correspond to the work the company actually carries out.
  • Proposed role — clearly describe the position, responsibilities, work location and intended period of employment. Check which requirements apply to that specific role.
  • Worker information — check passport details, qualifications and supporting records for accuracy and consistency across applications.
  • Employment documents — align the proposed duties, employment period and start-date arrangements with the approvals being sought.

If records conflict, identify which information is correct and which record needs updating. Do not simply copy an outdated entry into another application to make the systems appear consistent.

Assign responsibility for coordinating company, manpower and immigration submissions. The employer and its advisers should work from the same current documents and keep a record of submissions, corrections and approvals.

How Should Employers Plan During the Transition?

Until the procedure applicable to a particular application is confirmed, employers should build their hiring timetable around verified requirements and issued documents.

Before submitting a new application or continuing an existing one:

  • Confirm the submission channel currently used for the relevant service.
  • If an application is already pending, check whether it should remain in the existing process or requires further action. Avoid duplicate submissions unless instructed.
  • Keep copies of application references, payment receipts, requests for clarification and issued approvals.
  • Ask the responsible adviser to distinguish document-preparation time from government processing time.
  • Make employment start-date arrangements conditional on the required approvals being in place.

Treat the integration announcement as a reason to review the company’s application process and records. It should not, by itself, be used to assume that an existing permit has changed, that a pending application has been transferred or that a foreign employee may begin a new activity.

Before making commitments to an employee or project client, obtain an application-specific assessment of the remaining steps and likely timing.

Frequently Asked Questions

What Is the Purpose of Integrating TKA Services with OSS?

The announced framework is intended to connect company, manpower and immigration procedures through a single entry point. OSS serves as the gateway, while the relevant ministries retain responsibility for their respective assessments and approvals.

Does OSS Integration Replace RPTKA or Immigration Approvals?

The announcement describes integration of the application systems, not replacement of the underlying approvals. It covers RPTKA approval and relevant VITAS, ITAS and ITAP procedures. Employers should confirm which requirements apply to the particular foreign national and proposed role.

Are All Foreign-Worker Permits Guaranteed Within Five Days?

Employers should not treat the announcement as a guarantee that the entire process will take five days. The applicable service, start of the processing period, document completeness and implementation arrangements must be confirmed. Preparation and separate approval stages also affect the overall timetable.

Should Employers Resubmit Pending Applications Through OSS?

Do not assume that resubmission is required. Check the instructions applicable to the pending application and confirm whether any transfer or additional action is necessary. Keep the existing application reference and avoid duplicate submissions unless instructed.
